TEKNOLOJİ OKURYAZARLIĞI: TARİHSEL BİR BETİMLEME

Öz

İnsanoğlunun hem geçmişte
hem de günümüzde teknoloji ile çok meşgul olduğu tartışılmaz bir gerçektir. Özellikle günümüzün bilgi çağında, teknolojinin farklı alanlarla bütünleşmesi
ve insanı farklı bir dünyaya getiren dijital teknolojiler gibi yenilikler,
araştırmalar, tartışmalar ve değişimler yaratmaktadır. Bu çalışmanın amacı da,
teknoloji okuryazarlığının nasıl ve ne şekilde ortaya çıktığını, bu konudaki
tanımlamaların ve değişimlerin neler olduğunu, standartlar ve bunlara bağlı
programlar çerçevesinde nelerin dikkate alındığını ve dünyadaki yansımalarını
ortaya koyarak tarihsel bir betimleme yapmaktır. Çalışmada nitel araştırma
yöntemi benimsenmiş ve bu çerçevede doküman analizi yapılmıştır. Bu tarihsel betimlemede
teknoloji okuryazarlığının 1920’li yıllara kadar dayandığı ve çeşitli etiketler
kullanılarak yıllar içerisinde farklı şekillerde tanımlandığı görülmektedir.
Özellikle eğitim bağlamında standartların oluşturulduğu ve kısa sürede eğitim
programları içerisine entegre olduğu açıkça anlaşılmaktadır. Sonuçta, Teknoloji
okuryazarlığına ilişkin sunulan tüm bu süreçte ve gelinen noktada, teknoloji
okuryazarlığına ilişkin anlayışın, teknolojinin gelişimine ve birçok unsurla (birey,
toplum, kültür, tarih vb.) olan etkileşimine bağlı olarak bir devinim ve
değişim içinde olduğu açıkça anlaşılmaktadır. Bununla birlikte, sürekli bir
güncelleme içerisinde olmamız ve uygun standartlar geliştirerek disiplinler
arası bir yaklaşımda bulunmamız gerekmektedir.

Öz



It is an incontrovertible fact
that human beings are too busy both in the past and today with technology. Particularly
in today's information age, the integration of technology with different fields
and innovations such as digital technologies that bring human beings into a
different world generate researchs, discussions and changes. The aim of this
study is to make a historical description by showing how technological literacy
emerged, what the definitions and changes in this subject are, what is
considered in the framework of the standards and related programs, and their
reflection in the world. In the study a qualitative research method has been
adopted, and in this context, the document analysis are reviewed. The
historical description shows that technological literacy has been defined in
different ways over the years by using various labels. It is clearly understood that standards are established, especially in the
context of education, and that they are integrated into educational programs in
a short period of time. Many
countries have focused on technological literacy, which is regarded as the most
important goal of technology education. As a result, it is clearly understood
that the understanding related with technological literacy in all this
presented process, is in continuous movement and change depending on
development of technology and its interaction with numerous elements (society,
culture, history, etc.). This result is a clear indication that we need to be
constantly updated about technological literacy.

Ayrıca, IHEAD'ın gelecek sayısını (Cilt 10-Sayı 2) Aralık 2025 itibariyle yayımlamayı planlamaktayız. Ocak 2024 tarihinden itibaren dergimize Türkçe makalelerin yanı sıra İngilizce makaleler de kabul etmekteyiz.
